There is no studio, no one-bedroom and no compact investor format anywhere on the plot: the smallest home here is 1,055 sqft, larger than most new-launch three-bedders selling in this district today, and it comes at one of the lowest private psf bands in District 19.
What the address trades away is plain. No station falls inside the immediate kilometre, and Hougang (NE14) is about 1.15km away. Kangkar LRT (SE4), Ranggung LRT (SE5), Buangkok and the Sengkang loop sit within 2km, with buses along Upper Serangoon Road covering the gap. The practical answer for most households here is a car, and the KPE ramp is minutes away, putting the city about twenty minutes off peak. Hougang is scheduled to become a Cross Island Line interchange around 2030, so treat a test commute at peak hour as part of the viewing rather than an afterthought.
Families get two primary schools inside the 1km band that decides ballot priority: CHIJ Our Lady of the Nativity and Punggol Primary School. Eight more sit between 1km and 2km, led by Holy Innocents’ Primary School, so a family that misses the ballot still has somewhere to go. The ladder starts high and keeps going. Two-bedders run 1,055 to 1,378 sqft, three-bedders 1,238 to 1,636 sqft, four-bedders 1,378 to 1,744 sqft and the penthouse tier 2,271 to 2,583 sqft. A plot ratio of 3 across 30,817 sqm was spent horizontally rather than vertically, so the blocks sit with real distance between them, mature planting and full-size facilities. Carparking is 716 lots against 716 homes.
The lease is the honest cost of all that space. It runs 99 years from 2 January 2001, so a buyer today has roughly 74 years left, the shortest clock of the estates in this cluster and a large part of why the psf sits where it does. Rio Vista sells square feet, and nothing else in the pocket sells them this cheaply. A family that measures a home in rooms rather than launch dates buys more of it here than at any other private address on this stretch of river, and the lease and the walk are what pay for that. The sections below put numbers on all three.
Against the district, this is the value tier: of the 27 District 19 projects we have reviewed, only about 1 of 26 neighbouring estates trades cheaper on average. Compass Heights anchors the district’s value end from about $806 psf while Botanique at Bartley tops it at about $2,420 psf, and where an estate lands between those posts comes down to tenure, age, station distance and school radius.
Now the numbers. As of July 2026, the last sixty Rio Vista caveats ran between $975 and $1,306 psf with a median around $1,142 psf. The twelve months to July hold 25 of those trades at $1,050 to $1,292 psf with a median of $1,217 psf. A twelve-month median sitting well above the five-year one says the estate has been repricing upward rather than drifting, which is the more useful signal in an older building.
The neighbours frame the exit. The Florida sits 0.15km away with 496 executive condominium homes from 2000, Evergreen Park brings 394 units from 1999 at 0.49km, and Parc Vera adds 452 units from 2014 at 1.22km on the same 99-year tenure. One rung up, Kovan Melody and The Minton make the same space play closer to the rail map and charge for it, Stars of Kovan runs near $1,950 psf for units a third the size, and Bartley Residences near $1,796 psf with a station 140m from the door. One technical note. Rio Vista predates GFA harmonisation, so its strata areas still count the aircon ledges and bay windows that the current rulebook leaves out. Line its psf up against a post-harmonisation launch and the square feet are not the same square feet. Run the Rio Vista floor plan ladder at those two medians and it falls out cleanly. The 1,055 sqft two-bedder lands between about $1.2m and $1.29m. The 1,238 sqft three-bedder sits between roughly $1.41m and $1.51m, rising to about $1.99m at 1,636 sqft. Four-bedders run from about $1.57m at 1,378 sqft to roughly $2.12m at 1,744 sqft. At the bottom of the twelve-month band the same two-bedder comes in around $1.1m, and that is the practical entry ticket. Treat all of it as arithmetic on the caveat record rather than quotes.
The live prints confirm the shape. A 1,055 sqft two-bedder cleared $1,181 psf for $1.246m in July 2026, a 1,249 sqft three-bedder $1,241 psf for $1.55m in June 2026, and a 1,378 sqft four-bedder $1,292 psf for $1.78m in October 2025. A 2,508 sqft penthouse traded at $1,096 psf for $2.75m in July 2026, the usual large-format taper rather than a weaker home. Two things decide which unit you want. River-facing stacks look over open water and a protected reserve line that cannot be built on; road-facing and internal stacks do not, and the market prices the two very differently. And at twenty-two years old the gap between an original unit and a reworked one is a real renovation budget, so put it in the offer. Walk the common areas while you view, because sinking-fund health shows in lift lobbies and pool tiling long before it shows in a minutes document.
The competition is a short list. Kangkar is a subzone of eight private developments, roughly 5,574 homes in all, and they arrived in waves: two from before 2001, this one in 2004, then a 2014 to 2018 cluster and finally the 2023 arrival. Rio Vista is the pocket’s senior stock, and with no new private project under construction in the subzone, nothing further is being added to that queue behind them.
Demand comes from the flats around it. Hougang town carries about 59,942 HDB flats, of which 44,200 are 4-room or larger. Those are the households that sell a flat and buy space, and when they price out of newer stock, this is where they land. The planning-area pipeline is light and lands in the town centre, where the Hougang Central land sale site carries about 835 homes around 2030, with the Cross Island Line arriving at the same station in the same window. Then the two checks. The Rio Vista lease from January 2001 leaves about 74 years, so hold for a decade and you are selling a lease in the mid-60s; buy it for a long family occupation rather than a long investment horizon and the arithmetic works. Liquidity is steady rather than quick: 129 caveats from August 2021 to July 2026 against 716 homes, running 13, 29, 25, 23, 27 and 12 by July 2026. This suits space-first families working the school map, upgraders who want the most home their money will buy in the north east, and patient buyers positioned for the Cross Island Line repricing. It is a harder fit for a commuter who needs a platform at the door, for anyone buying a compact format, because none exists here, and for a buyer whose horizon runs past the next two decades. Penthouse hunters should inspect carefully, as big 2004-era layouts often need full reworking.
Landlords see Rio Vista from another angle. A 3.4 percent yield built on low entry cost, tenants who want family floor area rather than a station lobby, and thin competing supply of 1,000 sqft-plus stock at this price anywhere in the district. Turnover at 3.6 percent a year cuts both ways: the stack you want may not be listed the month you are ready, and an owner selling is not competing with twenty identical listings.
Fit runs in the other direction too. If you need rail at the door, The Minton makes a similar space play closer to the line and charges for it. If lease length is what keeps you up at night, Parc Vera is ten years younger a kilometre away. Neither gives you 1,055 sqft as a starting point.
